(1) At the beginning of October 2017, the Guangdong Provincial Development and Reform Commission and the Guangdong Provincial Poverty Alleviation Office jointly issued the “Notice on Organizing the Application for the New Construction Scale of Distributed Power in 2017”, requiring that all the additional construction scale of 500 MW in 2017 be used for photovoltaic poverty alleviation. Among them, each household of village-level power stations corresponds to 5-7 kW, and each household of centralized power stations corresponds to 25-30 kW. The allocation of indicators will give priority to supporting photovoltaic poverty alleviation projects that have been completed but have not yet obtained the annual construction scale indicators; in addition, village-level power stations are given priority to be included in the construction scale. From a regional point of view, photovoltaic poverty alleviation projects in the former Central Soviet Area, underdeveloped revolutionary areas, minority areas, and national green energy demonstration counties are prioritized into the construction scale. For centralized power stations, comprehensively consider the project area, the nature of the project land, the implementation of the project land and poverty alleviation funds, the support of the county-level departments, the power consumption and transmission conditions, and the comprehensive development and utilization of factors, and make overall arrangements for the construction scale.
This is another province after Shandong, Shanxi, Hebei, Jilin and other places where the entire construction scale is used for photovoltaic poverty alleviation.
(2) In October 2017, Liaoning Provincial Development and Reform Commission, National Energy Administration Northeast Regulatory Bureau, Liaoning Provincial Industry and Information Commission, Liaoning Provincial Department of Finance, Liaoning Provincial Poverty Alleviation and Development Leading Group Office, Liaoning Provincial Price Bureau, China Development Bank Co., Ltd. Liaoning Branch, the Liaoning Branch of the Agricultural Development Bank of China and the State Grid Liaoning Electric Power Co., Ltd. jointly issued the “Notice on Comprehensively Promoting the Construction of Photovoltaic Poverty Alleviation Projects (Draft for the Third Round of Solicitation of Comments)”.
The photovoltaic poverty alleviation project in the opinion draft refers to a centralized photovoltaic power generation project that can ensure that some filed poor households (focusing on the elderly, the weak, the disabled and the poor) increase their income by more than 3,000 yuan per household each year, and need to occupy the annual construction scale. The poverty alleviation intensity of new photovoltaic projects should reach 330 households/10 MW or more. Among them, for projects of 30 MW and above, the poverty alleviation intensity should reach 365 households/10 MW or more; for projects of 70 MW and above, the poverty alleviation intensity should reach 400 households/10 MW or more. The “first build, first serve” policy is only applicable to photovoltaic poverty alleviation projects, and non-poverty alleviation ordinary distributed power projects are no longer arranged. Decided to maintain the basic stability of the “first-build, first-served” policy, and all the annual construction scale issued by the state will be used for the construction of photovoltaic poverty alleviation projects.
(3) In November 2017, the Henan Provincial Development and Reform Commission and the Provincial Poverty Alleviation Office jointly issued the “Notice on Further Regulating the Construction and Management of Photovoltaic Poverty Alleviation Projects”, requiring all localities to promote photovoltaic poverty alleviation planning and construction with high standards and high quality, and to do a good job of benefiting the people and farmers; standardize the construction mode and reasonably determine the construction scale. During the “Thirteenth Five-Year Plan” period, photovoltaic poverty alleviation in Henan Province mainly adopted the form of village-level small power stations. In principle, centralized power stations were not supported. According to requirements, the capacity of a single village-level power station is controlled at about 300 kW (with the nearby access conditions, it can be enlarged to 500 kW); taking the county as a unit, the ratio of the total number of beneficiary households to the total construction scale is that each household of the village-level power station corresponds to 5-7kW. Accelerate the construction of projects, especially in poor counties at the national and provincial levels, to reverse the construction period and strive to be basically completed within the year to ensure that the bulk of the project is implemented.
(4) In November 2017, the Jiangxi Provincial Development and Reform Commission issued the “Opinions of the General Office of the Jiangxi Provincial People’s Government on the Implementation of the Expansion Project of Photovoltaic Poverty Alleviation”. The document stated that with village-level photovoltaic poverty alleviation power stations as the mainstay, we will strive to accelerate the full coverage of village-level photovoltaic power stations in the implementation of the “China Rural Poverty Alleviation and Development Outline (2011-2020)” to support the establishment of poverty-stricken villages in 1-2 years. The power station scale of each village is 100 kW, and each power station will increase the collective economic income of 40,000 to 50,000 yuan per village every year. Poor villages that have built photovoltaic poverty alleviation power stations with a scale of less than 100 kW can be built to 100 kW according to the construction conditions of the village and the demand for targeted poverty alleviation.
Under various distributed photovoltaic power generation policies, poverty alleviation work in distributed photovoltaic power generation is actively carried out in various places, and many poor households have benefited in some places. On November 6, 2017, the first income of the photovoltaic poverty alleviation project of State Grid Linyi Power Supply Company was completed. 15 townships, 296 villages and 4,000 poor households in Yinan County received a total of 5.15 million yuan in dividends. According to statistics, as of November 2017, when the cumulative power generation of the first batch of photovoltaic poverty alleviation projects in Linyi City had reached 18.82 million kW, the cumulative on-grid electricity fee was 7.4 million yuan and the state subsidized 8.6 million yuan. Including the first batch of 4,000 poor households in Yinan County that received dividends, a total of 53,828 poor households will benefit.
