(4) On October 31, 2017, the National Energy Administration website announced the “Notice of the National Energy Administration on Printing and Distributing the “Implementation Plan for Accelerating Energy Construction in Deep Poverty Areas to Promote Poverty Alleviation”” (Guonengfa Planning  No. 65)
The notice pointed out that relevant units should increase support for deeply impoverished areas in accordance with this implementation plan, combined with their functions, and help deeply impoverished areas to overcome poverty. The notice clearly stated that the scale of photovoltaic poverty alleviation should be prioritized to the deeply impoverished areas. When issuing the “Thirteenth Five-Year” photovoltaic poverty alleviation scale plan, the deeply impoverished counties in the attached table of the “Opinions on the Implementation of Photovoltaic Power Generation Poverty Alleviation Work” were given key support. Priority is given to supporting the construction of photovoltaic poverty alleviation projects in accordance with local conditions and in accordance with relevant policies in the “Three Districts and Three States”.
In addition, actively cooperate with relevant parties to do a good job in granting project subsidies and receiving people from the power grid. Cooperate with the Ministry of Finance to ensure the priority issuance of subsidies for photovoltaic poverty alleviation projects to ensure that the subsidies for photovoltaic poverty alleviation projects in deeply impoverished areas are in place in a timely manner. Combining with the rural power grid transformation project, ensure the grid access of photovoltaic poverty alleviation projects in deeply impoverished areas, supervise grid companies to do related services, and accelerate the progress of grid connection.
(5) In 2017, the National Energy Administration and the Poverty Alleviation Office of the State Council issued the “Notice on the Preparation of the “Thirteenth Five-Year” Photovoltaic Poverty Alleviation Plan” (Guoneng Fa Xinneng  No. 39)
The main contents of the file are as follows:
① Accurately identify poverty alleviation targets. The targets of photovoltaic poverty alleviation are the poverty-stricken villages and poverty-stricken households that have been filed and registered, and they are inclined to the elderly, the weak, the disabled and the poor. According to the procedures of voluntary and democratic evaluation of poor households, publicity of preliminary examination in the village and publicity of township examination, after selecting qualified poverty alleviation objects, the municipal (county) poverty alleviation department shall submit the photovoltaic poverty alleviation task and the list of poor villages and poor households with filing cards to the competent energy department at the same level.
② Reasonably choose the construction mode. With village-level photovoltaic poverty alleviation power stations as the main construction mode, village-level power stations should be built in Lika Village, Jianjun Department, and the capacity of a single village-level power station is controlled at about 300 kW (with nearby access conditions, it can be scaled up to 500 kW). Areas that do not have the conditions for the construction of village-level power stations can build centralized photovoltaic poverty alleviation power stations, but they must be constructed in strict accordance with the asset income model of investment and share sharing. Provinces with photovoltaic power curtailment problems do not arrange centralized photovoltaic poverty alleviation power stations. Taking the county as a unit, the ratio of the total number of beneficiary households to the total construction scale is that each household of a village-level power station corresponds to 5-7kW, and each household of a centralized power station corresponds to 25-30kW.
(3) For village-level power stations, the National Energy Administration and the Poverty Alleviation Office of the State Council determined the construction scale of village-level power stations based on the photovoltaic poverty alleviation needs of various provinces (autonomous regions and municipalities), and issued them at one time in 2017. For centralized photovoltaic poverty alleviation power stations, the scale is released in batches annually.
The document also introduced the specific procedures for the declaration and delivery of photovoltaic poverty alleviation tasks during the “13th Five-Year Plan” period.
At the national level, the Poverty Alleviation Office of the State Council issued the “Measures for the Management of Photovoltaic Poverty Alleviation Power Stations”, while the State Council’s Poverty Alleviation Office formulated the “Measures for the Management of Income Distribution of Photovoltaic Poverty Alleviation Power Stations”, standardize and improve the distribution mechanism of photovoltaic poverty alleviation benefits, and issue guidelines for photovoltaic poverty alleviation work based on the development of national standards for photovoltaic poverty alleviation with the National Standards Committee, and further strengthen the guidance and supervision of photovoltaic poverty alleviation in various regions.
