(1) On November 9, 2017, the Comprehensive Department of the National Energy Administration issued the “Notice on Filling in Information on Photovoltaic Poverty Alleviation”
The document requires the pilot provinces to carry out photovoltaic poverty alleviation and the provinces with the first batch of photovoltaic poverty alleviation projects to fill in the photovoltaic poverty alleviation project information as required, and report it before November 15. It is reported that in March 2015, 6 pilot provinces issued projects within the range of 1.5GW (Guoneng Xinneng [2015] No. 773), and the first batch of photovoltaic poverty alleviation projects issued by the State Council’s Poverty Alleviation Office (Guoneng Xinneng [2016] No. 280) (the total amount is 5.16 GW, the village level is 2.18 GW, and the concentration is 2.98 GW). According to the reporter, the total amount of the two phases is 6.66 GW.
(2) In 2016, the state announced the “Opinions on the Implementation of Poverty Alleviation by Photovoltaic Power Generation” (Fagai Energy [2016] No. 621)
The document states: carrying out photovoltaic poverty alleviation in accordance with local conditions in areas with good sunlight resources is in line with the targeted poverty alleviation and targeted poverty alleviation strategy, as well as the national clean and low-carbon energy development strategy; it is not only conducive to expanding the photovoltaic power generation market, but also conducive to boosting the income of the poor. All regions should take photovoltaic poverty alleviation as an important method of asset income poverty alleviation, and further increase work efforts to add new strength to win the battle against poverty.
According to the number and distribution of poverty alleviation targets and photovoltaic power generation construction conditions, under the premise of ensuring that the poverty alleviation targets obtain stable income every year, the photovoltaic poverty alleviation construction model and construction site shall be selected according to local conditions, and the institutional arrangement of asset income poverty alleviation shall be adopted to ensure that the poor households obtain stable income. In areas lacking land resources in the central and eastern regions, village-level photovoltaic power stations can be used as the mainstay (including household use); in areas with rich land resources in the western and central regions, centralized photovoltaic power stations of a moderate scale can be built. The village-level photovoltaic power station (including household use) is adopted, and the corresponding project scale standard for each poverty alleviation target is about 5 kW; the centralized photovoltaic power station method is adopted, and the corresponding project scale standard for each poverty alleviation target is about 25 kW.
The work objective of the document is: before 2020, focus on about 35000 filing and card making poor villages in 471 counties in 16 provinces with good lighting conditions, and ensure that 2 million filing and card making poor households (including the disabled) with no ability to work will increase their income by more than 3000 yuan per household every year by promoting the whole village. Other poor areas with good lighting conditions can promote the implementation according to local conditions in accordance with the requirements of targeted poverty alleviation.
(3) On September 25, 2017, the Ministry of Land and Resources, the Poverty Alleviation Office of the State Council, and the National Energy Administration issued the “Opinions on Supporting Photovoltaic Poverty Alleviation and Regulating the Land Use of Photovoltaic Power Generation Industry” (Guo Tu Zi Gui [2017] No. 8)
The document requires that the preparation of photovoltaic power generation plans in the region be accelerated, and photovoltaic power generation construction projects should be rationally arranged. The photovoltaic power generation plan shall conform to the overall land use plan and other relevant plans. If unused land can be used, agricultural land shall not be occupied; if bad land can be used, good land shall not be occupied. It is forbidden to occupy permanent basic farmland in any way, and it is strictly forbidden to develop photovoltaic power generation projects in areas expressly prohibited by relevant national laws, regulations and plans.
Actively guarantee land for photovoltaic poverty alleviation projects. For photovoltaic power generation projects under construction in poverty alleviation in deep poverty-stricken areas, as well as photovoltaic power generation projects within the construction scale of national village level photovoltaic poverty alleviation power stations determined and issued by the national energy administration and the Poverty Alleviation Office of the State Council, the land for substation, operation management center and collection line tower foundation shall be managed as construction land. All localities shall give key guarantees in the preparation of the overall land use plan and the annual land use plan, and go through the examination and approval procedures for construction land according to law; on-site road land can be managed as rural road land; if the photovoltaic array uses agricultural land other than the permanent basic farmland, the nature of the original land may not be changed without damaging the agricultural production conditions; the land for collection lines laid by directly buried cables shall be managed in the same way as the land used for the photovoltaic array of the project.
